<p>Fifty years ago, on 10 July 1976, the explosion of reactor A101 at the ICMESA plant in Meda (Milan) released 2,3,7,8-TCDD, known as &#8220;Seveso dioxin&#8221;, into the environment. It was the world&#8217;s most severe case of contamination by this substance and marked a definitive turning point in the global perception of environmental risk, contributing to the first European Directives on PCBs (polychlorinated biphenyls) issued that same year — a substance now classified among the POPs (Persistent Organic Pollutants) under the 2001 Stockholm Convention.</p>
<p><strong>Sea Marconi&#8217;s role in the technological response</strong></p>
<p>In December 1982, Senator Luigi Noè, head of the Special Office for Seveso of the Lombardy Region, invited Sea Marconi to propose a solution for detoxifying the dioxin. The company, founded in Collegno in 1968 by Vander Tumiatti, took up the challenge: in 1983, working with the European Joint Research Centre in Ispra (Prof. Sergio Facchetti) and the University of Turin (Prof. Pietro Tundo), Sea Marconi became the first in the world to experimentally validate, both in the laboratory and in the field, the dehalogenation and detoxification of Seveso dioxin through <a href="https://seamarconi.com/it/servizi/dealogenazione-rimozione-del-pcb-in-olio/"><strong>CDP Process®</strong></a>, patented the year before.</p>
<p><strong>From dioxin to PCBs in transformers</strong></p>
<p>Seveso dioxin and PCBs belong to the same family of pollutants: both are POPs under the Stockholm Convention, sharing toxicity and environmental persistence. CDP Process®, validated on the most extreme case ever recorded, is the same technology Sea Marconi uses today to treat PCBs in the insulating fluids of electrical transformers, in service even under load, with no need to empty the equipment. Classified by Italy&#8217;s Ministry of Environment as Best Available Technique in 2007, CDP Process® is now recognized as BAT/BEP in UNIDO-GEF projects supporting the objectives of the Stockholm Convention, and applied in over 50 countries.</p>
<h2><strong>The study day</strong></h2>
<p>Fifty years after that event, Sea Marconi and the University of Turin are jointly promoting an interdisciplinary study day to revisit this history and examine, with contributions from experts in chemistry, law, linguistics and artificial intelligence, the path that led from the dioxin crisis to today&#8217;s global technological responses.</p>

										<content:encoded><![CDATA[<p>A SEA Marconi acaba de concluir um <a href="https://seamarconi.com/it/servizi/dealogenazione-rimozione-del-pcb-in-olio/"><strong>tratamento de desalogenação</strong></a> (executado on-load, com o transformador energizado e sob carga) numa central hidroelétrica na Roménia.</p>
<p>Estas atividades são rotineiras para a SEA Marconi, que realiza diariamente, de forma simultânea, entre 20 e 25 tratamentos em transformadores em diferentes regiões do mundo. Neste caso específico, a intervenção foi realizada com sucesso apesar de <strong>condições ambientais particularmente severas</strong>, como mostra o <a href="https://www.linkedin.com/feed/update/urn:li:activity:7426543151617662976/?actorCompanyId=5012213" target="_blank" rel="noopener"><strong>vídeo publicado pelo nosso parceiro Energotech no LinkedIn</strong></a>, com temperaturas até –16 °C, neve intensa, gelo e acesso em subida coberto de neve.</p>
<p>A desalogenação é o tratamento que permite reduzir e remover o teor de PCB dos fluidos isolantes até aos valores prescritos pelas normas internacionais. A atividade, com duração de 7 dias, envolveu um transformador de 16 MVA – 110 kV com 12.560 kg de óleo isolante.</p>
<p>O tratamento, executado através de unidades móveis e modulares projetadas e construídas pela SEA Marconi, permitiu reduzir a contaminação por PCB para valores inferiores a 50 mg/kg, sem substituição da carga de óleo e sem geração de resíduos contaminados, garantindo continuidade operacional e conformidade regulamentar.</p>

										<content:encoded><![CDATA[<p>O Ministério do Meio Ambiente esclareceu qualquer dúvida: até <b>31 de dezembro de 2025</b>, todos os equipamentos que contêm PCB em concentração superior a 0,005% (50 mg/kg) e com volume superior a 0,05 dm³ devem ser desativados, descontaminados ou descartados.</p>
<p>Essa clarificação, que veio em resposta a uma consulta oficial da Confindustria, valida a interpretação que a Sea Marconi já vinha defendendo em suas análises técnicas e regulatórias: este é o <b>prazo final e não prorrogável</b>.</p>
<p>Resumidamente, qualquer equipamento ainda em operação com fluidos contaminados acima do limite deve ser identificado, classificado e gerenciado em conformidade com a regulamentação europeia (Regulamento UE 2019/1021). Embora algumas normas nacionais anteriores parecessem indicar condições mais flexíveis, agora está claro: o prazo de 31 de dezembro de 2025 é o que prevalece.</p>

<p>No dia 27 de maio de 2025, realizou-se em Milão, na sede do CEI – Comitê Eletrotécnico Italiano, o seminário técnico:<br />
<strong>“Líquidos dielétricos para transformadores: do óleo mineral, passando pelos PCBs, até os ésteres”</strong>.</p>
<p>A Sea Marconi participou como patrocinadora e com duas apresentações que abordaram <strong>o passado e o futuro da gestão de ativos e riscos em transformadores</strong>.</p>
<p>A primeira apresentação, de <strong>Vander Tumiatti</strong>, tratou da <strong>história e da gestão sustentável dos PCBs</strong>, com foco no prazo regulatório de 31 de dezembro de 2025, que exige a retirada de equipamentos com mais de 50 mg/kg de PCB.</p>
<p>A segunda apresentação, feita por <strong>Giuseppe Pecoraro</strong>, destacou <strong>a importância do fingerprinting</strong> como técnica avançada para identificar com precisão os fluidos isolantes e as respectivas patologias, como a corrosividade.</p>

<p>Apesar de apresentar temas relevantes, o evento do CEI não proporcionou momentos de aprofundamento técnico nem de interação direta com os participantes.</p>

			<p>The first &#8220;episode&#8221; of this important milestone dates back to May 2020 with the publication of the call for tenders by The <strong>Egyptian Environmental Affairs Agency</strong> (EEAA) through the agency for the sustainable management of persistent organic contaminants (<strong>POPs</strong>) in response to the obligations of the Stockholm Convention.</p>
<p><a href="http://www.popsegypt.com/" target="_blank" rel="noopener noreferrer"><strong>www.popsegypt.com</strong></a></p>
<p>The tender, financed by the World Bank / GEF, was entitled: <strong>Decontamination of PCB-Containing transformer oil</strong> &#8211; Supply and installation of equipment, and training of local operators, for dechlorinating and purification of 1000 tons of PCB contaminated oil, which will produce clean oil suitable for reuse in electrical equipment (transformers).</p>

			<p>At the moment the lifts are sailing towards Alessandria with expected arrival on Monday 9th; the next steps, presumably in October 2021, are commissioning, the on-site demonstration of the technological capacity of the plants with the training of local operators aimed at autonomous use.</p>
<p>In this case, Sea Marconi has created and deployed a winning technology: BAT and BEP, mobile and modular, which allows to perform the treatment in situ, in a closed circuit, without emptying the transformer, in on-load mode, i.e. maintaining the transformers in service during PCB decontamination. The latter feature was particularly successful in a scenario, such as the Egyptian one, which will focus on transformers used in national electricity production and transmission. The Sea Marconi solution will therefore make it possible to move the treatment plants in the vicinity of the transformers to be decontaminated and to treat them without putting them out of service.</p>
<p>The plants by Sea Marconi (together with the patented reagents and the operating methodology, i.e. the <a href="https://seamarconi.com/it/?p=103367"><strong>CDP Process</strong><strong>®</strong></a> system) will allow the Egyptian ministries of the Environment and Energy to meet the obligations of the Stockholm Convention on the sustainable management of persistent organic pollutants (POPs).<br />
At the end of the project, that is when all the transformers will have a stable contamination below 50 mg/kg of PCB, the plants produced by Sea Marconi can still be used for maintenance activities aimed at extending the life cycle of oils and electrical equipment.</p>

			<p>Among the activities at the end of 2015, the training provided by Sea Marconi to a Philippine government delegation must surely be remembered. In particular, from 17 November to 20 November, 14 members of the <strong><a href="http://emb.gov.ph/">Environmental Management Bureau (EMB)</a></strong>, National Environment and Natural Resources Department, participated in an advanced training course on PCB problem management.<br />
The training programme was divided in 4 days: the first was mostly theoretical and introduced the <strong>PCB</strong> theme (definitions, identification, inventory); the second day was both theoretical and practical and first analysed PCBs in the Sea Marconi official laboratory, and subsequently the <strong>decontamination / disposal technologies for PCB-contaminated fluids</strong>; the third day handled the international regulatory framework (IEC, CENELEC etc.); on the fourth day, there was a site visit to witness a Sea Marconi decontamination treatment.<br />
Sea Marconi employed 6 trainers on this occasion and each of them was expert and skilled in his/her field. All trainers belonged to Sea Marconi staff, except one: we also availed ourselves of the expertise of Prof. Massimo Pompili from La Sapienza University of Rome, who, thanks to his role as IEC TC 10 Secretary on insulating fluids, is among the most qualified international professionals in this field.<br />
In recent years, contacts with the Philippines have increased: local authorities invited us in Manila and Davao in April 2011 to present Sea Marconi’s solutions to the PCB problem and then, in November 2012, a delegation from the Philippines visited us for the accreditation and auditing of Sea Marconi’s “PCBs Free Program” solution.</p>

			<p>After about a year since the last trip to Russia, on last 11 November 2015, Vander (Sea Marconi general partner) and Cristina Tumiatti (marketing and sales director) returned to <strong>Moscow</strong> to offer <strong>solutions to the PCB problem</strong> in Russia.<br />
This time, the invitation came from EDF Fenice-Russia, the organiser of an event dedicated to sustainable business; as part of this working day, Sea Marconi was asked to introduce the PCB problem (definitions, risks, legal framework etc.) and propose an action plan for the management and treatment of PBC-contaminated electrical equipment and oils in Russia.</p>
<p>In addition to its undisputed international leadership on this issue, Sea Marconi was invited to Russia thanks to the strong collaboration that has brought our company to support the EDF-Fenice Group, both in France and in Italy, for several years and still today. In particular, Sea Marconi is in charge of the <strong>analysis and diagnosis of strategic transformers in the nuclear,thermoelectric and hydroelectric power plants for EDF France</strong>.<br />
Technical-scientific information events such as the one held on 11 November in Moscow confirm Russia’s commitment (as a signatory to the Stockholm Convention) to undertaking the process of PCB decontamination, and the country’s largest companies affected by the problem are showing concrete signs of moving in this direction.</p>

			<p>Even Iran has put the PCB problem “on the agenda”: a special analysis was in fact dedicated to this topic during the “<strong>POP’s management workshop</strong>” held on 9 November in <strong>Tehran</strong>. The Iranian Ministry of the Environment and Industry is currently exploring the different solutions for management (inventory, decontamination, disposal) of the PCB problem; several international operators attended the meeting, each with the task of explaining their methods for treating this POP (Persistent Organic Pollutant). It has to be remembered that “POPs are chemical compounds with toxic properties that propagate in air, water or soil and, because of their poor degradability, remain in the environment for a long time”. In this approach, 12 major pollutants: aldrin, chlordane, dichloro diphenyl trichloroethane, dieldrin, endrin, heptachlor, mirex, toxaphene, hexachlorophene and three classes of compounds: polychlorinated dibenzodioxins (PCDD, more commonly known as dioxin), polychlorinated dibenzofurans (PCDF) and polychlorinated biphenyls (<strong>PCBs</strong>) are related by action and persistence.</p>
<p>Sea Marconi took part in the “POP’s management workshop” in cooperation with TREDI, a French company offering complementary services to those provided by Sea Marconi. <strong>Our approach, in fact, aims at the preservation of PCB-contaminated assets through complete decontamination of oils and electrical equipment contained</strong>. The immediate advantage is that of avoiding waste production, as well as the disposal and incineration of PCBs, thus also reducing the costs of managing contaminated materials.<br />
Sea Marconi works with its <strong><a href="https://seamarconi.com/en/systems-to-treat-oils-and-transformers/treatment-systems-in-detail/">mobile units (DMU)</a> </strong>that suck oil from the transformer and, step by step, remove PCBs from the transformer and the oil. This treatment, called <a title="Dehalogenation (removal) of PCBs in oil" href="https://seamarconi.com/en/services/dehalogenation-removal-of-pcbs-in-oil/"><strong>CDP Process</strong></a>, is performed safely, on-site (even with working transformers), in a continuous, closed circuit, without even partial emptying of the transformer. <strong>Not only does the CDP Process guarantee a “PCB-free” transformer, it also brings the oil’s dielectric properties back to optimal conditions.</strong></p>

			<p>The first relations between Sea Marconi and Vietnam date back to 2003, when a technological cooperation agreement was signed on “Clean Technologies” between the European Commission and Asian area.<br />
Twelve years later, last 11th and 12th May 2015, we were pleased to host a delegation of the Vietnamese national electricity company, EVN*. Their objective was to select the best technology available for the decontamination of oils and transformers contaminated by PCBs in the context of a broader project, <a href="http://www.unido.org/"><strong>UNIDO</strong></a>. Sea Marconi has already responded to these types of requests (e.g.: <a title="Sustainable PCBs-free solutions in Macedonia; inaugurated the Sea Marconi plant" href="http://www.bioenpro.com/wordpress01/sustainable-pcbs-free-solutions-in-macedonia-inaugurated-the-sea-marconi-plant/?lang=en&amp;lang=en">Macedonia project</a>) and welcomes them into its production process as a core business activity.</p>
<p>On the first day, two companies were introduced along with a detailed presentation of Sea Marconi’s oil analysis methodology, on thediagnosis of criticalities of electrical equipment (operational and environmental) and on theonsite <a title="Dehalogenation of PCBs in oil" href="http://www.bioenpro.com/wordpress01/soluzioni-medicine/dealogenazione-pcb-in-olio/?lang=en"><strong>decontamination of transformers with PCBs</strong></a>. On the second day, the delegation was accompanied during a visit to the IREN power station in north Turin, and when it returned to Sea Marconi, was able to go into more detail on our laboratory analysis and the department for oil treatment systems, designed and produced in-house.</p>
<p>As experts in this sector, the Vietnamese guests appreciated the Sea Marconi approach focused on the protection of assets and the environmentand the possibility to develop integrated treatments, capable of “sanitising” multiple criticalities in the oil, both chemical and physical, such as water, gas, PCBs and DBDS, in a single treatment on the transformer.</p>
<p>The encounter was concluded with an invitation to Sea Marconi to learn more about the theme of fighting PCBs in Hanoi in July 2015.</p>
