These activities are routine for SEA Marconi, which performs 20 to 25 transformer treatments simultaneously every day in different areas of the world. In this specific case, however, the intervention was successfully carried out despite particularly severe environmental conditions, as shown in the video published by our partner Energotech on LinkedIn, with temperatures down to –16 °C, heavy snowfall, ice and a steep snow-covered access road.

Dehalogenation is the treatment that allows the reduction and removal of PCB content from insulating fluids down to the values prescribed by international regulations. The 7-day activity involved a 16 MVA – 110 kV transformer containing 12,560 kg of insulating oil.

The treatment, performed using mobile and modular units designed and built by SEA Marconi, reduced PCB contamination below 50 mg/kg, without replacing the oil charge and without generating contaminated waste, ensuring operational continuity and regulatory compliance.

This clarification came in response to an official inquiry from Confindustria, Italy’s main industry association. It confirms an interpretation that Sea Marconi has long supported in its technical and regulatory analyses: this is the final, non-extendable deadline.

In short, any equipment still in operation with contaminated fluids above the threshold must be identified, classified, and managed in compliance with EU regulation (EU Regulation 2019/1021).

Although some past national regulations seemed to allow for more flexible conditions, it is now clear: the December 31, 2025 deadline takes precedence over all.

A growing number of transformers filled with mineral oil are being retrofilled with natural esters. These esters are recommended only for sealed units with segregation from the atmosphere (IEC 62770). Numerous cases show that this recommendation is overlooked, leading to rapid fluid aging and significant changes in its chemical-physical properties. This paper reports such cases and non-invasive procedures for fluid segregation from the atmosphere, even for smaller transformers. Optimized methods for retrofilling with natural esters are also described.
