Fifty years ago, on 10 July 1976, the explosion of reactor A101 at the ICMESA plant in Meda (Milan) released 2,3,7,8-TCDD, known as “Seveso dioxin”, into the environment. It was the world’s most severe case of contamination by this substance and marked a definitive turning point in the global perception of environmental risk, contributing to the first European Directives on PCBs (polychlorinated biphenyls) issued that same year — a substance now classified among the POPs (Persistent Organic Pollutants) under the 2001 Stockholm Convention.

Sea Marconi’s role in the technological response

In December 1982, Senator Luigi Noè, head of the Special Office for Seveso of the Lombardy Region, invited Sea Marconi to propose a solution for detoxifying the dioxin. The company, founded in Collegno in 1968 by Vander Tumiatti, took up the challenge: in 1983, working with the European Joint Research Centre in Ispra (Prof. Sergio Facchetti) and the University of Turin (Prof. Pietro Tundo), Sea Marconi became the first in the world to experimentally validate, both in the laboratory and in the field, the dehalogenation and detoxification of Seveso dioxin through CDP Process®, patented the year before.

From dioxin to PCBs in transformers

Seveso dioxin and PCBs belong to the same family of pollutants: both are POPs under the Stockholm Convention, sharing toxicity and environmental persistence. CDP Process®, validated on the most extreme case ever recorded, is the same technology Sea Marconi uses today to treat PCBs in the insulating fluids of electrical transformers, in service even under load, with no need to empty the equipment. Classified by Italy’s Ministry of Environment as Best Available Technique in 2007, CDP Process® is now recognized as BAT/BEP in UNIDO-GEF projects supporting the objectives of the Stockholm Convention, and applied in over 50 countries.

The study day

Fifty years after that event, Sea Marconi and the University of Turin are jointly promoting an interdisciplinary study day to revisit this history and examine, with contributions from experts in chemistry, law, linguistics and artificial intelligence, the path that led from the dioxin crisis to today’s global technological responses.

From 26 to 30 April 2026, Lyon hosted GeoFuture Lyon 2026 — Congrès international des partenariats scientifiques et de l’investissement durable: five days structured around four thematic pillars — Geomatics, Earth Sciences, Space, Energy — with scientific, institutional and economic delegations from Europe, Africa and the Middle East, under the patronage of the Région Auvergne-Rhône-Alpes.

Among the voices at the opening ceremony on 27 April, at the Hôtel de Région Auvergne-Rhône-Alpes, and at the closing workshop on 30 April dedicated to the Europe–Africa–Middle East partnership, was that of Vander Tumiatti, Founder of SEA Marconi, invited by the organisers to share his perspective on the energy transition and sustainable investments.

The Global Leadership in Energy Innovation & Sustainability Award

During the congress, the Union Euro-Arabe de Géomatique (UEAG) presented Vander Tumiatti with the Global Leadership in Energy Innovation & Sustainability Award, an international recognition for his commitment to energy innovation and sustainability. The award is linked to Tumiatti’s entrepreneurial and scientific journey: since 1968, the year SEA Marconi was founded, he has contributed to the development of independent methodologies for the diagnosis and treatment of electrical transformers and insulating fluids, taking the company into more than 100 countries worldwide.

“The Power of Knowledge and the Energy of Transformation”

In the opening scientific session, chaired by Prof. Mohamed Naceur Chamem, Tumiatti shared an industrial experience spanning 58 years, rooted in SEA Marconi’s signature medical metaphor: the transformer as a living organism, managed through independent protocols of Diagnosis, Prognosis and Treatment.

His presentation covered the database built over nearly six decades — more than 89,000 transformers recorded across 80 countries and 1.23 million tests performed — and the technological and European research developments that carry his vision forward today: the patented multi-treatment unit i³ Apollo Fluid Care (2026), with potential applications in data centres and aerospace, and the BIOTRAFO and RETROTRAFO projects (Horizon Europe, 28 partners from 17 countries) dedicated to biodegradable fluids and retrofilling.

“Today’s Commitment for Future Generations”: with these closing words, Tumiatti summarised the vision that continues to guide his work — the same one that, in Lyon in 2026, received international recognition.

The BioEnPro H2O project, led by Sea Marconi, is part of the Spoke 2 of NODES (Digital and Sustainable North West), an innovation ecosystem that promotes the green and digital transition in Northwestern Italy. Sea Marconi is gearing up to be a key player in the Chilometro Blu project (CH2ILOMETRO BLU), an ambitious challenge for circular economy in the West Area of Turin.
Chilometro Blu is part of a broader project program, led by the Territorial Pact of the West Area of Turin, which achieved the prestigious second place nationally in the call for proposals by the Ministry of Industry and Made in Italy (d.dir. July 30, 2021) obtaining a funding of 10 million euros.

Promoted by the City of Collegno, Chilometro Blu represents a unique opportunity to ground a vast experience gained in the territory in the field of urban and industrial waste management (resources), research, technological innovation, and sustainable development. The project aims to create a reference center for circular bioeconomy, actively involving the University of Turin, Polytechnic of Turin, companies, trade unions, and employer organizations.

Sea Marconi, along with other prominent entities such as Snam, Saipem, Barricalla, Gruppo Cidiu, PUNCH Hydrocells Amma, Asja, will be an integral part of this project, contributing with its know-how and advanced solutions in the field of circular bioeconomy. In particular, Sea Marconi’s BioEnPro H2 project will be integrated into the context of Chilometro Blu, aiming for hydrogen and food production from intensified greenhouses with a negative CO2 balance, without the use of electrolyzers. This project, which continues the research and innovations born in the previous project BIOENPRO4TO, has the potential to find applications at national, European, and international levels once industrialized.

The success of the Chilometro Blu project is the result of synergistic collaboration between institutions, business and trade union organizations, universities, and industrial groups, with Sea Marconi playing a key role in promoting circular economy and technological innovation in the West Area of Turin.

On December 4th, the Saint Nazaire offshore wind farm in western France, managed by EDF Renouvelables, reported the discovery of “anomalies in the parameters of a power transformer in the offshore substation” during routine checks. According to the statement released via X (formerly Twitter), electrical equipment was halted on the evening of Friday, December 1st, for inspection. The transformer shutdown will facilitate inspections and necessary operations with the manufacturer. The transformer’s shutdown will lead to the de-energization of all wind turbine blades in the park for an estimated two weeks. The involved transformer receives energy produced by the blades at 33,000 volts and elevates it to 225,000 volts, the voltage of the national grid. Without this transformer, the wind farm cannot operate.

The Saint-Nazaire wind farm, operational since November 2022, consists of 80 offshore wind turbines located 12 km off the coast of Loira Atlantica. The resulting renewable energy is a total of 480 MW, covering 20% of Loira Atlantica’s electricity consumption, equivalent to up to 700,000 people.

Since 2009, Sea Marconi has been supporting EDF by providing asset & risk management services through analysis, diagnosis, and prognosis of the health status of electrical equipment with insulating fluids (Life Cycle Management). EDF has acknowledged Sea Marconi’s high technical expertise, reaffirming trust through various multi-year contract renewals. In response to the aforementioned statement, Sea Marconi is committed to responding to the client in emergency situations (including Sundays), providing analytical results and diagnoses identifying possible causes of anomalies (“pathologies”) in a few hours and promptly suggesting appropriate actions from a loss prevention and environmental protection perspective.

The event is part of the initiatives on the topic of bioeconomy and circular economy organized by the Embassy and represents an opportunity to strengthen strategic collaboration in these sectors. On that occasion, a memorandum of understanding was signed between the French association – Bioeconomy for Change (B4C) – and the equivalent Italian association – SPRING Cluster.

Sea Marconi, in the person of its founder, Vander Tumiatti, participated in the event bringing his experience in the sector. In fact, for over twenty years Sea Marconi has been active in the thermochemical conversion of residual products, designing and developing innovative technologies and systems. In particular, Sea Marconi is the leader of the BioEnPro4TO project, Smart Solutions for Smart Communities (333-201; POR FESR 2014/2020). The BIOENPRO4TO project has as its objective the enhancement of Bioenergy and Bioproducts, starting from the conversion processes of the organic fraction of FORSU, of primary and / or residual biomass (pruning and maintenance of public green areas, sludge for the purification of civil waste water, etc.) which are generated by the communities of West Turin.
