1. The sampling of the oil must be carried out in accordance with the procedures by qualified operators
  2. The laboratory analyses must be carried out in accordance with the methods indicated by the norms of reference, as guaranteed by accredited laboratories
  3. The countermeasures to the “PCBs in oil and transformer” criticality, specifically the decontamination of the transformer and the dehalogenation of the PCBs in the oil, must be carried out
    1. by safe technologies adequate for the objective, complying with the BAT and BEP requisites;
    2. by competent personnel specifically trained on the subject (i.e. management of dangerous substances – PCBs),
    3. entrusting operators capable of demonstrating a wide application case history, authorised in accordance with local regulations.
