96/59/EC (Article 2, b) | ‘equipment containing PCBs` means any equipment containing PCBs or having contained PCBs (e.g. transformers, capacitors, receptacles containing residual stocks) which has not been decontaminated. Equipment of a type which may contain PCBs shall be treated as if it contains PCBs unless it is reasonable to assume the contrary. |
CENELEC CLC/TR 50503:2010 (page 11) | 2010 is the deadline for the decontamination and / or disposal of pure PCB equipment or PCB > 500 mg/Kg |
CENELEC CLC/TR 50503:2010 (Note a,b tab. 5 page 25) |
a) Transformers and related equipment can be operated, waiting for their decontamination or disposal within the terms specified here above, only when in a good working order, being free from leakages and the PCBs contained therein should comply with the standards and technical specifications relative to dielectric quality. b) Reactors, bushings, top-changers, etc. are considered as transformers (being a part of them, in several cases). |
Stockholm Convention | 2028 – obligation of inventory, decontamination and disposal of PCB-contaminated equipment with PCBs > 50 mg/kg |
IEC 60296 ed. 4-2012 e IEC 60422 ed. 4-2013 | for “unused” and “used” insulating liquids the PCB must be “non detectable” that is PCBs < 2 mg/Kg, determinated with IEC 61619 methos |
CENELEC CLC/TR 50503:2010 (pages 10, 11) | 4 Inventory and communication Electrical equipments containing PCB contaminated insulating liquids are not considered waste whilst in service even if they are subject to the inventory. The holders of equipment containing PCBs in volume exceeding 5 dm³ (5 l) are required to provide inventory and report to the authorities in charge, providing the information specified in 4.5 |
In particular, CENELEC CLC/TR 50503:2010 represents the norm of reference for the integrated management of PCBs in electrical equipment, since it includes important parts of IEC technical norms (methods of analysis, recommended frequency of inspections etc.) as well as the European Directive (96/59/EC) and the Convention of Stockholm on persistent organic compounds complying with the Best Available Techniques BAT – (96/61/EC).
